“No new markets without local governance. No local governance without culture?”

Culture is not an isolated sector, it structures the economy, social dimensions, education, international relations, territorial development, and must be the object of participative processes between public decision makers and populations.
Culture and local markets are at the heart of a fragile ecosystem where everyone has a role to play. The stronger the synergies, the richer the “cultural biodiversity”.
Do these direct circuits enter into the scope of new local governance methods, and how? No local governance without culture?
